The Erie Canal Harbor Development Corporation (ECHDC), is a New York State Agency that is charged with promoting appropriate development and use of the Waterfront, including Buffalo's Outer Harbor for the benefit of the public.
The Our Outer Harbor Coalition acts as the voice of the public. The coalition uses this voice to both engage the public and to engage the ECHDC in helping to form democratic and transparent decision-making regarding publicly owned space.
After considerable public controversy involving earlier plans to develop much of the outer harbor into private condominium "neighborhoods", in November of 2015, the ECHDC announced a "lighter, quicker cheaper" approach to Outer Harbor development. The two documents below include proposed development plans since that date.

In late 2016, ECHDC hired a new set of consultants Trowbridge Wolf Michaels Landscape Architects to create a final implementation plan.
Our Outer Harbor hosted several public meetings to solicit public opinion, and requested to the ECHDC that representatives of Our Outer Harbor meet with the consultants to discuss the plan. A single meeting was held in January. The Our Outer Harbor group that attended the ECHDC/consultants created the following written response to the meeting.
